Finance Administration Plans, organizes, leads and monitors the activities of three department divisions. This includes preparing and administering department budget and City revenue projections; assisting with the investment of City funds; administering department personnel; payroll, purchasing, and accounts payable functions; revenue and expenditure activities; maintaining department records; and providing clerical support for department program areas.  | Director of Finance David Cain (909) 464-8340 |
The City of Chino Finance Department is also responsible for managing the City’s financial and utility operations in accordance with established policies and plans. The Department consists of three divisions led by administrative staff to accomplish its mission: • Fiscal Services Division Rob Burns, Deputy Director of Finance (909) 464-8348 This Division is responsible for collecting, recording and reporting the financial transactions of the City. Fiscal Services maintains a system of internal controls that safeguard the City's assets and provides a wide range of financial management and reporting services, including payroll, accounts payable, cash receipts and general accounting services consistent with the highest professional standards and in accordance with legal requirements and generally accepted accounting principles. • Purchasing & Warehousing Mike Boyd, Purchasing Supervisor (909) 464-8347 This division provides a centralized buying service for all departments to ensure that the purchase of supplies and equipment are at the lowest price commensurate with quality needs. The warehouse provides a central store for commonly used supplies. Purchasing is dedicated to the promotion of fairness and open competition with the procurement processes as required under local, state and federal laws • Utility Billing (Accounts Receivable, Business License & Utilities) Olga Mallen, Billing Supervisor (909) 464-8357 Provides for the collection of various revenues received by the City, processing of accounts receivable invoices; Transient Occupancy Tax collection and licensing of all businesses in the City, in accordance with the Chino Municipal Code. Staff provides for the billing, collection, and data management of all utility accounts for water, trash and recycling (contract), sewer maintenance and treatment (contract), storm drain, and street sweeping (contract) services. |
