Like outdoor storage, non-permitted outdoor manufacturing can detract from the appearance and character of commercial and industrial zones, and create potential health and safety hazards and nuisances as listed below. Therefore, within commercial zones, all uses or activities must be conducted within a wholly enclosed building unless specifically permitted under a land use approval (e.g. Special Conditional Use Permit, Site Approval, etc.).

Within industrial zones, outdoor manufacturing is generally permitted to the extent that all manufacturing and assembly areas are completely screened from public view, and the activity does not create a nuisance due to noise, odor, dust, mud, smoke, steam, vibration or other similar causes.
