A Home Occupation Permit (HOP) provides certain incidental and accessory uses to be established in residential developments under conditions which will ensure their compatibility with the neighborhood. They are intended to protect the rights of residents to engage in certain home occupations that are harmonious with a residential environment.
How do I begin the Home Occupation Permit process?
In order to begin the Home Occupation Permit process, you must complete and submit a Home Occupation Permit Application and pay all applicable fees to the Planning Division. Once received, staff will review the proposed HOP and make a determination based on the type of business proposed on the property.
The Community Development Director is the final approval body for a Home Occupation Permit. Any party may appeal the project to the Planning Commission if they complete the Appeal Application and follow the appeal procedure requirements established in the Zoning Ordinance. The appeal period is ten (10) days from the Director’s action.

Is there an appeal procedure for a Home Occupation Permit?
If someone is concerned about the decision made on a Home occupation Permit, the decision may be appealed to the Planning Commission. Appeals must be filed within 10 calendar days of the decision, and can be made by submitting the Appeal Application to the Planning Division staff in City Hall.
