2023 State of the City

Mayor Eunice Ulloa and the City Council celebrated the City’s booming accomplishments at the State of the City address held at the Chaffey College Chino Community Center. The event, entitled “Booming City, Lasting Legacy,” was presented to a packed audience of dignitaries, local businesses, leaders, staff, and residents. The event celebrated the City’s designation as a “Boomtown,” a title identifying it as one of the top ten fastest-growing cities in the nation. In a recent survey, Chino ranked #10 out of 494 of the largest U.S. cities measured on population, income, GDP,  business,  housing  growth,  and changes in unemployment. The Mayor’s speech and the featured State of the City video highlighted the accomplishments of 2022, including ribbon-cutting celebrations for the Well 11 Pipeline Alignment Project; the Chino Theater purchase; Ayala Park Renovations; completion of  the  CalTrans-Chino Project  that replaced three bridges along SR-60; and $21 million in Capital Improvement Projects. The Mayor’s address also saluted the legacy built by past residents, businesses, leaders, and staff.

“What is Chino’s legacy? The community that we call home –with its respected Police Department, abundant recreational and social services, secure water sources, and balanced community –is the inheritance left to us by the prior leaders, and residents who had the forethought and dedication to plan and deliver this City,” said Mayor Ulloa.“

But, like our predecessors, we need to have the commitment to step in and step up, to plant seeds today so our children can reap the bounty of a safe, prosperous Chino tomorrow.  So, in addition to acknowledging the accomplishments of yesterday, we keep our eyes on the future, asking ourselves, ‘What are we doing today that will leave a lasting legacy for tomorrow? What are we building for the generations to come?" she noted.“ As 2023 progresses, we are excited about what the future holds and continuing to build on the strong legacy we have celebrated this evening. These are generational investments we promise to secure our future.”

The event also featured a new format with the addition of Joel Greene, producer and host of Curiosity Quest, Inland Empire Explorer, and proud graduate of Don Lugo High School, as the master of ceremonies. During the reception, guests were treated to music by the Don Lugo Jazz Band.

A touching video announced Glenn Duncan as the 2022 recipient of the Spirit of Achievement Award. Mr. Duncan, a long-time member of the Chino City Council, was selected as the recipient of the 16th Spirit of Achievement Award in recognition of his unwavering commitment to public service and love for the City as demonstrated by his work with the Chino Neighborhood House, a local nonprofit.  He left his mark on Chino as a Council Member, having attended over 600 council meetings and countless civic meetings, always with the goal of making a positive difference in the lives of Chino residents. Although Mr. Duncan was not able to attend the event, the crowd gave him a standing ovation.

Additional awards were presented, including the Annual Mayor’s Home Beautification Award.  Shell Roofing Solutions took the stage to accept the Business of the Year Award and shared their positive experience as a small business working with the City and Chino Valley Chamber of Commerce.
