Three Police Officers, one Corporal, and one Sergeant are assigned to the Quality of Life Team who are partnered with one contract Social Worker (SWAG – Social Work Action Group) from city community services and one Social Worker from the County Department of Behavioral Health (DBH).  SWAG is a non-profit service group whose mission is to advocate, educate and inspire marginalized individuals and families in the Inland Empire to achieve sustainable independence through community support.  BDH operates Triage, Engagement, and Support Teams (TEST) throughout the county and has one staff member assigned to Chino PD.  TEST provides crisis intervention and support services to individuals experiencing a behavioral health crisis.

The Quality of Life Team is available to help identify issues in the community, craft solutions with residents and business owners, while also proactively working with homeless individuals to offer them supportive services and a way off the streets.  The team is also a resource to help reduce calls for service related to homelessness or related crime, while balancing outreach efforts with necessary enforcement to hopefully make a positive impact in the community and individual lives.  The team also makes it a priority to interact with residents, businesses, and groups at different events throughout the city to foster positive relationships.

California Penal Code Section 602(k): Trespass Upon Private Property

Every person commits a trespass, a misdemeanor, if they enter any lands, fenced or not, for the purpose of injuring any property or property rights or with the intention of interfering with, obstructing, or injuring any lawful business or occupation carried on by the owner of the land, the owner’s agent, or the person in lawful possession

California Penal Code Section 602.1(a): Interfering with a Business

Any person commits a trespass, a misdemeanor, if they intentionally interfere with any lawful business or occupation carried on by the owner or agent of a business establishment open to the public by obstruction or intimidation of those attempting to carry on business or their customers and who refuse to leave after being requested to do so by the owner, owner’s agent, or by a peace officer acting at the request of the owner or owner’s agent.

Based upon California Penal Code Section 602(k) and 602.1, after being served with this notice, any further entry upon the property described above will be viewed as having the purpose of injuring the property or interfering, obstructing, or injuring the lawful business carried on by the premises, and/or engaging in disorderly conduct.

Any violation of these sections is a misdemeanor, punishable by up to six months in jail and/or a fine.
