PUBLIC SAFETY, ROADS, AND ESSENTIAL SERVICES PROTECTION MEASURE
In March 2024, Chino voters approved Measure V, a ballot measure enacting a local sales tax of 1%. It is expected to generate approximately $28 million each year in dedicated, and locally controlled funds that benefit Chino residents and businesses.
REVENUE FROM THE MEASURE WILL STAY IN CHINO
The revenue generated will support the preservation of the City’s existing quality of life services and will allow for the City to begin addressing approximately $260 million in unfunded infrastructure and neighborhood improvement projects that, over time, will become more expensive. Additional revenue from a sales tax measure could fund some of the following projects the City hopes to complete within the next 5 years:
Public Safety
$9.9 MILLION for a Police substation, Fire station repairs and improvements; and maintaining 911 emergency response times.
Homeless Intervention & Mental Health Services
$6.3 MILLION to provide support for individuals and families with children.
Parks, Recreation, & Community Beautification
$45.8 MILLION for maintenance, lighting and safety improvements; and restroom, ballfield, and court maintenance.
Local Drinking Water & Improving Flood Control
$120.3 MILLION for improvements to Chino’s drinking water and to purify and reclaim wastewater to help Chino withstand droughts.
City-Wide Fiber Internet Services
$3.2 MILLION for community-wide fiber and internet services.
Streets & Sidewalks
$38 MILLION for repairs, construction, and safety improvements to enhance traffic flow.
Every dollar raised by the Measure will be used in Chino on local services and infrastructure. The City will include strict accountability and public oversight of the measure to verify that the funds are spent efficiently, effectively, and as promised.

Currently, Chino's local sales tax is 7.75%, but the City only receives a small portion of the sales tax revenue generated.
This year, Chino generated $275.4 million in sales tax revenue.

Will the new revenue be used for the Civic Center Master Plan?
No. The City has presented in its staff report and presentation to the City Council that this sales tax measure is to maintain and protect critical city essential services.
Will the revenue generated by Measure V stay in Chino?
Yes, unlike the state, county, and special district sales taxes, all revenue generated by the Chino Public Safety, Roads, Essential Services Protection Measure will stay in Chino; not one cent can be taken by the State.
What steps has the city taken to balance the budget (savings/cuts)?
Since the recession of 2008 and COVID-19, the City has undertaken a fiscally responsible approach over the years that saved money and protected essential City services, to include having $73 million in reserves for emergencies.
Some of the decisions made to protect and balance the budget included:
- Reducing the City's workforce
- Eliminating programs
- Deferring repairs and maintenance
- Identifying and securing additional revenues
Does the Chino Public Safety, Roads, Essential Services Protection Measure maintain fiscal accountability provisions?
Yes, fiscal accountability is required with the Chino Public Safety, Roads, Essential Services Protection Measure, including:
- Local control over funds – no funds could be taken by the State.
- All expenditures shall require public disclosure with oversight and audits.
- The Measure will continue to ensure visitors and shoppers from outside of Chino pay their fair share for local city services.
- At any time, the Measure can be ended by voters.
